Old Dominion University graduates or licensure-only program completers who are applying for an initial Virginia teacher license must submit the following documents to the Office of Clinical Experiences.

Follow the instructions, complete and sign the forms as needed, and gather ALL the documents as listed below. Submit ALL documents together to avoid delays. If a document is missing, the application cannot be processed and will be placed on hold until the missing document is received.


Document Checklist

  Application for a Virginia License

Download and print the application form, page 1 and 2, complete and sign. Include this signed application with all the documents requested below. DO NOT MAIL TO VDOE.

  College Verification

Complete Part I ONLY of the College Verification Form. Include this form with all of the other documents requested. If you only need a College Verification form completed, still include a copy of your certificates (Child Abuse and Neglect Recognition training, First Aid/CPR/AED, Dyslexia Awareness, and Restraint and Seclusion in Elementary and Secondary Schools in Virginia training certificates that are less than 2 years old)

  Copy of the Child Abuse and Neglect Recognition training certificate

  Copy of the First Aid/CPR/AED Training

  Copy of the Dyslexia Awareness Training

  Copy of the Restraint and Seclusion in Elementary and Secondary Schools in Virginia Training

  Professional Teacher's Assessment Requirements:

  • Copy of the Reading for Virginia Educators (RVE) Test Taker Score Report or Examinee Score Report (for PreK-3, PreK-6, Special Education, Reading programs)
  • Copy of your Praxis Subject Assessments: Test Taker Score Report or Examinee Score Report.
  • Copy of the Virginia Communication and Literacy Assessment (VCLA) Test Taker Score Report or Examinee Score Report

  Official Transcripts (in a sealed envelope*)

* The Virginia Department of Education requires official transcripts for every institution attended, even if you received transfer credit. Paper transcripts should be mailed directly to you and remain unopened. The application cannot be processed without the official transcripts. VDOE will not accept digital or emailed through Parchment transcripts. This will delay processing of your application to be submitted to the Virginia Department of Education.

Transcript Instructions for Undergraduate Teacher Candidates

Undergraduate teacher candidates need to include the ODU official transcript in a sealed envelope showing the bachelor's degree was received. If the undergraduate degree transcript includes transfer credit, an official transcript from the transfer institution must be included with your application.

Transcript Instructions for Graduate Teacher Candidates

Graduate teacher candidates need to include an official transcript in a sealed envelope from the institution where the bachelor's degree was received. The ODU transcript must show that your MSED degree was awarded. In addition, include official transcripts in a sealed envelope from any other institutions where coursework was completed.

Transcript Instructions for Post-Baccalaureate Teacher Candidates

Post-baccalaureate Endorsement candidates need to include an official transcript in a sealed envelope from the institution where the bachelor's degree was received. In addition, include official transcripts in a sealed envelope from any other institutions where coursework was completed, including Old Dominion University.


  Non-refundable Fee ($100 in-state/$150 out-of-state)

The fee is determined by the address stated on your application. Your check or money order must be made payable to the Treasurer of Virginia. The Virginia Department of Education WILL NOT PROCESS an application with a check dated more than 30 days old.


Submitting Your Application

When you have all the documents listed in the checklist, bring or mail the completed application packet to the Office of Clinical Experiences:

Incomplete packets will be returned. We will process completed application packets within approximately two weeks from the date of receipt, sign the College Verification Form, and forward your application to the Office of Professional Licensure in Richmond. A copy of the completed College Verification Form will be mailed to you to indicate that your licensure packet has been processed and mailed to the state. Once your license is issued, VDOE will mail you the certificate directly to the address indicated on the application.



Graduates of an approved advanced licensure program in Administration and Supervision, School Counseling, Math Specialist, or Reading Specialist who already have an active teaching license in Virginia can request a college verification sheet to send to the Virginia Department of Education. Additionally, graduates can gather the following documents and have them ready to submit to the Virginia Department of Education once you receive the completed college verification sheet. If you do not have a current or active teaching license in Virginia, please contact Valerie Taylor at vstaylor@odu.edu for more information on updating your license.

  College Verification

Complete Part I ONLY of the College Verification Form. Bring or send in to our office via mail or email. The form will be processed in about 8-10 business days and the original and a copy will be mailed to the address on the form unless other instructions are given.

  Cover Letter to VDOE

Include a cover letter addressed to the Virginia Department of Education Office of Licensure requesting that they add-on your advanced endorsement to your current Virginia license based on the completion of our approved program.

  Official Transcripts (in a sealed envelope)

The Virginia Department of Education requires official transcripts (paper only-no digital) to be included. Please wait until your degree (M.S. or Ed. S.) has conferred before ordering transcripts. Have paper copies of transcripts mailed to yourself, do not open.

  Required Assessments

Copies of score reports of required licensure assessments (SLLA or RVE) as applicable to your licensure area.

Adding a Teaching Endorsements to a Virginia License

The Licensure Regulations for School Personnel allows an individual holding a valid Virginia license issued by the Board of Education to add an endorsement by one of the following options. Please note that all conditions for licensure set forth in the Board of Education regulations and the Code of Virginia must be met.

If you are currently employed by a Virginia school division or accredited nonpublic school, your credentials must be submitted on your behalf by the employing educational agency. Please contact your Human Resources Office to inquire who is the licensure contact in your division/nonpublic accredited school.

If you are not employed by a Virginia public school division or nonpublic accredited school, directions are provided to submit your request if you are seeking an additional endorsement through a Virginia approved teacher preparation program, reciprocity, or testing option.
