Old Dominion University (ODU) is authorized to grant degrees by the State Council of Higher Education for Virginia (SCHEV), which is the Common wealth's coordinating body for higher education.

The Office of Institutional Effectiveness and Assessment (IE&A) serves as the liaison between SCHEV and ODU with three main goals; (1) to make sure new programs are sustainable, (2) requests are sent to SCHEV promptly, and (3) interpret SCHEV policies and procedures to internal stakeholders, and review new proposals and/or modifications.

The following changes may need to be sent to SCHEV and/or SACSCOC before they can be implemented or marketed to students:

  • New degree programs
  • New certificate programs
  • CIP code changes
  • Changes in modality (100% online, hybrid, or in-person)
  • Altering delivery format or the number of credits required
  • Program modifications
  • Program closures
  • Program name/title change
  • Program merger
  • Adding off-campus sites

  • Establishing a new academic department or college
  • Merging academic departments
  • Closing academic departments or colleges
  • Renaming academic departments or colleges
  • Opening an off-campus site

Program Action Form

Please complete this Program Action inquiry form to initiate the desired program action.

Program Action Committee (PAC)

Once you submit a program action inquiry form, it will be reviewed by the Program Action Committee (PAC). The Program Action Committee (PAC) is a centralized body charged with evaluating, providing feedback on, and internally approving desired program actions that meet the threshold of requiring SACSCOC and/or SCHEV approval. The PAC meets regularly to review requests and provide feedback to programs seeking review of academic or organizational changes.
