Gov. Ralph Northam ordered that the flag of the Commonwealth is to be flown at half-staff over the state Capitol and all local, state, and federal buildings and grounds in respect and memory of former Lt. Gov. John H. Hager.
The flag will be lowered until sunset on Sept. 2.
