Background
UN Special Session, the Climate Change Conference of the Parties 28 (CoP28) is the 28th meeting to monitor and guide implementation of the 1992 United Nations Framework Convention on Climate Change (UNFCCC), the primary international agreement on global climate change.
CoP28 is a Conference of Parties, for countries that signed and ratified the original treaty, to make further progress. CoP28 bringing together national leaders and diplomats. They meet in Expo City Dubai, United Arab Emirates. The actual CoP28 meets 30 November to 12 December 2023. The location and time for the next CoP has not been agreed, when this was written.
CoPs have been used to negotiate major agreements on implementation of the UNFCCC, most spectacularly the 1997 Kyoto Protocol and the 2015 Paris Convention on climate change mitigation, adaptation, and finance. The Paris Convention established basic global goals and national targets on global temperature change and greenhouse gas emissions. Whether CoP28 is remembered as a monument to climate progress or a diplomatic disappointment remains to be seen.
