Dr. Noell is a professor of psychology and department chair at Old Dominion University. His research has focused on improving the quality and implementation of treatment plans for children in need of behavior therapy and academic intervention. He has also studied methods for assessing the quality of teacher preparation. His recent research has expanded to examine rule governed behavior and categorical reasoning in young children.

Dr. Noell's scholarship has been acknowledged by receipt of an editorship, grants, research awards, and journal editorial board appointments. He has obtained more than 4 million dollars in extramural funding. Dr. Noell has served on taskforces and advisory boards for several states, the USDOE, CAEP, and APA. He is a fellow of the American Psychological Association, a member of the Society for the Study of School Psychology, and received the LSU Distinguished Faculty Award. Dr. Noell is a licensed psychologist and a Board Certified Behavior Analyst.
