Phil Copley

Phil Copley serves as Executive Director of Business Intelligence and Strategic Data Management within the University’s Data Intelligence and Analytics (DIA) team, leading the Workforce and Economic Impact portfolio. He advances enterprise data strategy, builds scalable analytics infrastructure, and delivers decision-support intelligence that measures institutional performance, graduate outcomes, and long-term economic impact. Mr. Copley joined Eastern Virginia Medical School (EVMS) in 2006 as a Network Administrator for the Sentara Center for Simulation and Immersive Learning. Over nearly two decades, he advanced through roles including Technical Support Analyst within the Medical School, Database Developer, and Manager of the EVMS Database Center. Prior to the EVMS–Old Dominion University integration, he was appointed inaugural Executive Director within EVMS to formalize and expand institutional analytics capabilities. He has led major systems initiatives, including technology integration during construction of Harry Lester Hall, implementation of the institution’s first integrated venue management system, and migration of the Student Information System to an enterprise platform—strengthening reporting accuracy, operational efficiency, and strategic visibility. Mr. Copley holds a Bachelor of Science degree from Ferrum College with concentrations in computer science, computer technology, and business
