GRAVES APPOINTED NONFEDERAL NEGOTIATOR

William H. Graves, dean of the Darden College of Education at Old Dominion University, was appointed by the U.S. Department of Education to serve as a primary nonfederal negotiator for proposed regulations for student financial aid programs.

Graves is one of four primary, nonfederal negotiators representing four-year public institutions who will propose regulations to implement the elements of Title IV of the Higher Education Act.

The aim is to establish Teacher Education Assistance for Colleges and Higher education (TEACH) grants for undergraduate and graduate students who agree to serve as teachers in high-need schools and fields, and grants to recruit teachers with mathematics, science or language majors.

According to Diane Auer Jones, assistant secretary of the Office of Postsecondary Education at the U.S. Department of Education, Graves' appointment is a result of his experience in various state and national leadership positions in teacher education and his service on the Advisory Board of the Teacher Education and Licensure of the Virginia Department of Education.

Graves received his doctorate and master's degrees from the University of Florida and his bachelor's degree from Wake Forest University. He has served as dean of the Darden College of Education at Old Dominion University since 2001. Previously, he served as dean of education at Mississippi State University.
