FLAGS LOWERED IN HONOR OF FORMER DELEGATE JAMES COUNCILL
Gov. Tim Kaine ordered Virginia flags at state facilities to be lowered in honor of James Paul Councill Jr., former member of the General Assembly, who died March 24. He was 85.
Councill attended Swarthmore College for two years before volunteering for the U.S. Army Air Corps. He attended Naval Flight School and spent the latter part of World War II performing air sea rescues in the South Pacific Theater.
Councill represented the 75th District in the Virginia General Assembly for 32 years. First elected to the House of Delegates in 1974, he served 16 terms until he decided not to seek re-election in late 2005.
With a passion for education, Councill served as the chairman of the House Education Committee for many years.
