BOARD OF VISITORS ELECTS OFFICERS
Old Dominion University's Board of Visitors on Sept. 10 elected the following officers for 2004-05: James A. Hixon as rector, Ross A. Mugler as vice rector and Patricia M. Woolsey as secretary.
Hixon was appointed senior vice president, legal and government affairs, at Norfolk Southern Corp. in December 2003. He received his bachelor of science degree in finance from Virginia Polytechnic Institute and State University in 1976, and received his J.D. and M.L.&T., in 1979 and 1980 respectively, from the College of William and Mary School of Law.
Mugler is commissioner of the revenue for the City of Hampton, Va., a position he has held since 1992. He received his bachelor of science in business administration and a master's degree in public administration from Old Dominion University.
Woolsey is the president of Woolsey Consulting, which specializes in organizational management and communications strategy, policy and operations. She has served as the president of a consulting practice and as senior vice president of a regional utility and general manager of its Virginia Division. She is a graduate of Marywood College, Scranton, Pa.
