ARTS AND LETTERS LECTURE IS JAN. 28
Consultant and research professor Paul A. Ballonoff will discuss the "Mathematical Theory of Culture" at 4 p.m. Wednesday, Jan. 28, in the Burgess Room - room 921 - of the Batten Arts and Letters Building at Old Dominion University.
Ballonoff, of Alexandria, Va., is founder of Ballonoff Consulting Services (BCS), a Virginia firm offering legal and regulatory analysis, industry restructuring analysis, strategic planning and project management services related to deregulation, competition and comparative law issues, principally in the energy industry, since 1991.
BCS has managed development projects, developed and prosecuted litigation strategies for adapting to competitive markets, testified in complex economic and legal cases on competition and tariff issues, written briefs and special reports on issues including pricing, strategic planning, contracting, competition analysis, and corporate duty.
BCS has advised the World Bank, the Inter-American Development Bank, the Philippine Energy Regulatory Board, the Illinois Commerce Commission, the Kansas Corporation Commission, the Orissa Electricity Regulatory Commission (India), the Malaysian Electricity Regulator, the U.S. Department of Defense, major economic consulting firms NERA, Inc. and C. H. Guernsey and Company, major law firms, and others.
Ballonoff received his Ph.D. in social anthropology from UCLA and his law degree from Northwestern California University School of Law in 1991. He received his bachelor's degree in economics from UCLA.
