GOVERNOR APPOINTS ODU ALUMNUS TO VIRGINIA COURT OF APPEALS

Gov. Mark R. Warner appointed Old Dominion University alumnus Judge D. Arthur Kelsey to the Court of Appeals of Virginia to fill the vacancy created by the retirement of Judge Richard S. Bray of Chesapeake.

Since 2000, Kelsey has served as a Circuit Judge for the Fifth Judicial Circuit of Virginia, which includes the Cities of Suffolk and Franklin, and the Counties of Southampton and Isle of Wight.

"In his tenure on the bench, Judge Kelsey has demonstrated a keen intellect, a strong work ethic, and a commitment to equal justice," said Governor Warner in a press release. "Although I had not met Judge Kelsey before this process began, I have spoken to him at length, reviewed his numerous opinions, and consulted with those who know him well. I am confident that will be an asset to the Court of Appeals."

Kelsey is a graduate of Old Dominion and the Marshall-Wythe School of Law at the College of William and Mary, where he ranked sixth in his graduating class. He received the endorsements of the Virginia State Bar, the Virginia Bar Association, and the Old Dominion Bar Association, among others. Prior to joining the bench, Judge Kelsey was a partner in the Norfolk office of Hunton & Williams, where his practice was concentrated primarily on complex commercial litigation.
