A connection with cognitive radar is made and waveform design for radar systems is introduced through a parallel between radar channels and information transmission channels. Open problems on SNR-based design of radar waveforms for specific scenarios are also mentioned.</p> <p> &nbsp;</p> <p> &nbsp;</p> <p> Bio:</p> <p> Dimitrie Popescu received Engineering Diploma in Electrical Engineering from Polytechnic Institute of Bucharest, Romania, and the PhD degree in Electrical and Computer Engineering from Rutgers University, New Brunswick, New Jersey. Between 2002 and 2006 he was with the ECE Department, the University of Texas at San Antonio. Since 2006 he has been with the ECE Department at Old Dominion University where he is teaching courses and conducting research in the area of communication systems and wireless networking. His current research includes cognitive radio systems, spectrum management and dynamic spectrum access, transmitter/receiver optimization to support quality of service, and spectrum sensing and modulation classification. Dr. Popescu is a senior member of the IEEE, he is an Associate Editor for the IEEE Communications Letters journal, and a technical program committee member for the IEEE Globecom, ICC, WCNC, and VTC conferences. He has published over 100 journal and conference papers and has advised several doctoral and master students on their dissertations and theses.</p>
