The expansion of the Panama Canal to accommodate a new generation of huge cargo ships is not likely to be "a game changer" for United States ports, John Reinhart, the CEO and executive director of the Port of Virginia, told an international audience of maritime economists in Norfolk on Wednesday, July 16.
