Department of Homeland Security New Regulation Information
Background.
On November 20, 2007, the Department of Homeland Security (DHS) published a list of 325 Chemicals of Interest (COI) as part of the new Chemical Facility Antiterrorism Standards (CFATS). Although this rule was written for industry, universities meet the definition of a chemical facility if they keep Chemicals of Interests (COIs) in excess of specific thresholds. ODU now has until March 19, 2008 to determine the presence and quantities of these COIs on campus and submit a risk assessment, called a Top Screen to DHS.
What Needs To Be Done.
All university departments need to complete a chemical inventory of all areas under their control. This inventory will need to be completed and submitted electronically to dalexand@odu.edu.
The EHSO has developed inventory templates in MS Word and Excel formats for chemical inventory reporting. All inventories must be submitted using one of the following forms.
