Application & Checklist for Virginia License

Old Dominion University graduates or licensure only program completers who are applying for an initial Virginia teacher license must submit the following documents to Teacher Education Services, Education Building, Room 152, Old Dominion University, Norfolk, Virginia 23529:

The Office of Teacher Education Services and Advising will process your application package. A copy of the college verification will be sent to you after the Assistant Dean signs the document. The application package will be submitted by Teacher Education Services to the Virginia Department of Education. Once your license is issued, VDOE will mail you the certificate directly to the address indicated on the application.

Follow the instructions, complete and sign the forms as needed, and gather ALL the documents as listed below. Submit ALL documents together to avoid delays. If a document is missing, the application cannot be processed and will be placed on hold until the missing document is received.

We highly encourage applicants to collect all the documents required, then, submit the completed application packet to Teacher Education Services and Advising, Education Building, Room 152.

    Download and print the application form, page 1 and 2, complete and sign.
  • Include this signed application with all the documents requested below. DO NOT MAIL TO VDOE.
  • College Verification (scroll to page 9)
    Complete Part I ONLY. Include this form with your all the other documents requested.
  • Copy of the Child Abuse and Neglect Recognition training certificate
  • Copy of the FIrst Aid/CPR/AED Training
  • Copy of the Reading for Virginia Educators (RVE) Examinee Score Report (for PreK-3, PreK-6, Special Education, Reading programs)
  • Copy of your Praxis II Examinee Score Report.
  • Copy of the Virginia Communication and Literacy Assessment (VCLA) Examinee Score Report

The Virginia Department of Education WILL NOT ACCEPT docufied or electronic official transcripts submitted with the application for a Virginia teaching license. YOU MUST SUBMIT OFFICIAL TRANSCRIPTS IN A SEALED ENVELOPE with your application.

  • Official transcript from Old Dominion University (in a sealed envelope). All teacher candidates must include an Old Dominion University official transcript showing:
    - your student teaching Passing grade if you are in a post-baccalaureate program
    - your degree, if you are in a degree program, bachelor's or master's degree

    NOTE: Transcripts should be sent TO YOU. The application cannot be processed without the official transcripts. This will delay processing of your application to be submitted to the Virginia Department of Education.

  • Undergraduate teacher candidates need to include the ODU official transcript in a sealed envelope showing the bachelor's degree was received.
    If the undergraduate degree transcript includes transfer credit, the title and number of the course must be listed OR an official transcript from the transfer institution must be included with your application.
  • Graduate teacher candidates need to include an official transcript in a sealed envelope from the institution where the bachelor's degree was received, if other than Old Dominion University. The ODU transcript must display your MSED degree was awarded. In addition, include official transcripts in a sealed envelope from any other institutions where content courses were completed after earning your bachelor's degree.
  • Post-baccalaureate Endorsement candidates need to include an official transcript in a sealed envelope from the institution where the bachelor's degree was received, if other than Old Dominion University. In addition, include official transcripts in a sealed envelope from any other institutions where content knowledge courses were completed prior to earning your bachelor's degree or after entering the post-baccalaureate endorsement program.
  • A nonrefundable fee must be submitted with your application. The in-state fee is $50, and the out-of-state fee is $75. The fee is determined by the address stated on your application. Your check or money order must be made payable to the Treasurer of Virginia. The Virginia Department of Education WILL NOT PROCESS an application with a check dated more than 30 days old.
  • When you have all the documents listed above, bring or mail the completed application packet to Teacher Education Services. Incomplete packets will be returned. We will process completed application packets, within approximately two weeks from the date of receipt; sign the College Verification Form; and forward your application to the Office of Professional Licensure in Richmond. A copy of the completed College Verification Form will be mailed to you.

APPLICATION FOR A VIRGINIA PUPIL PERSONNEL LICENSE
(school counselors prek-12 and speech language pathologist prek-12)

Congratulations on the completion of your school counseling master's degree program!
In order to process your application for the license, ALL of the following items listed below must be completed.

If you do not have a Virginia teaching license, your packet should include the following:

  • Application for a Virginia License and College Verification Form (Scroll to page 7, 8, and 9)
    Download and print the forms. Complete and sign as requested
  • Transcripts: Bachelor's and Master's degrees must be included.
    The Virginia State Board requires original official transcripts from the institution which granted your bachelor's degree and your master's degree for MS in School Counseling. This graduate transcript should show pertinent course work and the MSED degree awarded.
  • Request the ODU official transcript
    NOTE: The official transcripts, bachelor's and master's, should be sent to you in a sealed envelope. The ODU official transcript MUST be in a sealed enveloped and included with application packet.
  • A non-refundable fee of 50.00 for in-state residents or $75.00 for out-of-state residents; include a Check or money made payable to Treasurer of Virginia
  • A copy of the Child Abuse and Neglect Recognition training certificate. If needed:
    Complete Child Protective Services training

If you have a current or expired Virginia teaching license, your packet must include the following:

  • Report on Experience Form (scroll down to this form, print it, and complete it)
    This form must be signed by the current or former employing school division. It is used to verify the experience requirement.
  • College Verification Form (scroll down to this form, print it and complete Part I only)
    The College Verification Form needs to be signed on Part II by the verification officer in Teacher Education Services & Advising Office
  • Transcripts
    The Virginia State Board requires original official transcripts from the institution which granted your graduate degree, MSED in School Counseling. This transcript should show pertinent course work and the MSED degree awarded.
  • Request the ODU official transcript.
    NOTE: The official transcript should be sent to you in a sealed envelope.
    The ODU transcript MUST be in a sealed envelope and included with the application packet.
  • A non-refundable fee of $25.00 (adding an endorsement) and $25 (earning the post-graduate professional license). Include a check or money order made payable to Treasurer of Virginia
  • Write a letter addressed to VDOE requesting to add the endorsement specific to your master's degree program and to issue the post-graduate professional license. Attach all documents signed by appropriate officials: report on experience, college verification form, transcripts in the sealed envelope, and a check or money order.

When all documents are collected, submit them to Teacher Education Services for processing.
An incomplete packet will not be accepted!
