Voting Procedures
This event simulates a meeting of the Council of the European Union. As such, delegates and staff will follow the Council's voting procedures. The Council usually operates on the basis of consensus, but votes when necessary according to a Qualified Majority Voting system, in which each country has votes roughly proportional to population, in which smaller countries are overrepresented.
