Debbie is a Transportation Industry Specialist having responsibility for providing on-going risk and insurance consulting for existing Rutherfoord clients as well as for growing Rutherfoord’s current book of transportation clients. In addition to her responsibilities for Transportation clients, Debbie also provides technical risk and insurance consulting for large commercial businesses. Debbie graduated with a Bachelor’s of Business Administration degree (concentration in Property/Casualty Insurance) from St. John’s University’s New York College of Insurance. Debbie joined the Rutherfoord Agency in June 2001. She is an adjunct professor at Old Dominion University where she instructs undergraduate finance majors in the disciplines of Risk and Insurance Management. Debbie is certified by The Commonwealth of VA to provide continuing education to her peers. She is the author and instructor of three seminars on transportation risk and insurance issues.

Lowery is a graduate of Hampden-Sydney College and was an active insurance broker for over 39 years. His certificates are Chaptered Property Casualty Underwriter, Accredited Advisor in Insurance, Certified Insurance Counselor and Professional Financial Planner. His teaching background includes instructing other insurance professionals in various insurance courses both in personal and commercial insurance.
Michael K. McShane, PhD

Michael received a Bachelor of Science in Electrical Engineering from the University of New Mexico. After working for Hewlett-Packard in Tokyo, Japan for 10 years in a semiconductor test equipment research and development facility, Michael returned to the US and entered the MBA program at Western Kentucky University in 2000. After completing the program, Michael entered the Finance PhD program at the University of Mississippi. His doctoral dissertation focused on two areas: the decisions of insurance companies to enter the long-term care insurance market and the costs and benefits of the current multi-jurisdictional regulatory system faced by insurers operating in the US. After completing his PhD program in May 2007, Michael started his teaching career at Old Dominion University in Fall 2007 where he teaches undergraduate risk management and insurance courses.

Charlie has been a licensed agent since 1975. He received a Bachelor of Science in Business Administration in 1979 from Lynchburg College and a Master of Insurance from Georgia State University in 1980. He is adjunct faculty at Old Dominion University, on the ODU Financial Services Advisory Board, an ODU Business Administration Advisory Board Member, past president of Ohef Sholom Temple, a member of the Norfolk Academy Alumni Association, a board member of the Norfolk Chamber of Commerce, Red Cross, Norfolk Yacht and Country Club, City of Norfolk Real Estate Assessment Grievance Committee, Physicians for Peace Development Committee, and Hospitality for the Homeless.
