Operational Test and Evaluation Mission Area
The NCSOSE staff experience with OT&E planning has focused on schemes for developing test plans responsive to the expectations of tested systems' key stakeholders, especially end-users. Application domains extend to formal and informal, military and civilian, and virtual through live or constructive test settings. Specific capabilities include:
- Identifying emergent properties that generally represent stakeholder, and particularly end-user, expectations;
- Identifying measures of system (under test) performance most pertinent to stakeholder expectations; and
- Planning for test validity.
