Rick Horner

Hello – I’m Rick Horner.  I’m the Chief of Curriculum on a DoD contract in the area.  I’m married to the former Helen Ann Roberts of Utica, NY.  We’re blessed with a wonderful daughter, Stefanie.  My primary “hobby” is experiencing history  - I especially enjoy reading historical biographies and visiting historical locations.  I also enjoy quotes – moments of focused truth - such as this one from Joseph Addison “What sculpture is to a block of marble, education is to the soul."

My interest in the ODU Instructional Design and Technology Program

I became interested in the ODU ID&T program for two primary reasons; (1) the DoD is placing greater emphasis on Distance Learning (DL) so I felt I needed to improve my Knowledge/Skills/Attitudes (K/S/As) in this area, (2) I have a great deal of practical experience with Instructional Systems Development (ISD) and wanted to augment this practical experience with additional academic experience. 

The ODU ID&T program exceeded my needs – this program provided exceptional educational opportunities and I highly value and recommend this program.

Work Experience

I am currently the manager of Curriculum for the Joint Operation Planning and Execution System (JOPES) Training Organization (JTO).  Previously, I served as manager of Systems Administration, as an instructor, and as a curriculum developer.  I have proven experience in motivating, evaluating, and guiding employee performance.  I have more than 20 years of work experience in a broad range of areas to include: training analysis, design, development, implementation and evaluation (ADDIE), distance learning, systems design and development, systems administration, management, technical writing, relational database design, prototyping, and programming.
