When he was training teachers in Namibia as Technical Advisor to Namibia's In-Service Teacher Education Project sponsored by the United Nations Educational, Scientific and Cultural Organization (UNESCO) in 1993-95, Dr. Allen created a new concept of teacher performance appraisal: 2+2 Assessment that balances two compliments about the classroom being observed with two suggestions for improvement. The application of the 2+2 assessment model is simple and easy, effective and joyful, non-threatening and encouraging, which remedies major barriers to professional growth--"isolation, stagnation, discouragement, and uncertainty."

The 2+2 assessment model has been well received among its users and is widely used in education and industry the U. S., African and Asian countries.
