Research Development

Limited Submissions

Sometimes, a sponsoring agency limits the number of proposals for which an institution can submit, requiring the institution to decide which applications will be submitted for competition.  Therefore, it is critical that you are aware of whether a particular program of interest has such limits. If you wish to submit a proposal to a program with submission limitations, please alert your chair, dean and the Office of Research (ext 3148; upongphu@odu.edu) as soon as possible.  The dean typically assesses potential conflicts and related decision-making within a college; however, the Office of Research appraises submissions when researchers from two or more colleges express interest in the same program.

Below is a listing of some of the National Science Foundation (NSF) programs that have organizational limited submissions' stipulations. Section 1 is a list of the proposals' deadlines, the links of which link to Section 2. Section 2 provides brief summaries of NSF's limited submission programs and also the links to their respective RFPs.   The links to NSF RFPs are as up-to-date as possible.  Eligibility and deadline text are verbatim from the NSF website.

    LSAMP and LSAMP-BD:   To promote institutional commitments to increase the quality and quantity of underrepresented minorities in STEM disciplines at the undergraduate level, the President or Provost of the lead institution should serve as the Principal Investigator.  A full explanation should be provided for a PI designation in variance with this requirement.  Co-Principal investigators from partner institutions may be designated as appropriate for the project.
    I3 - The Principal Investigator for an Innovation through Institutional Integration (I3) proposal must be the university provost or equivalent chief academic officer, unless the proposal is exclusively for I3 STEM educational or related research.
  • Limit on Number of Proposals per Organization:
    LSAMP and LSAMP-BD:  Only one proposal per alliance.  Only one educational research proposal will be accepted per alliance.  Partner institutions must coordinate submissions with their lead institution.
    (I3):   For Fiscal Year 2009, proposals are being solicited in nine EHR programs that advance the goals of Innovation through Institutional Integration (I3):  CREST, GSE, HBCU-UP, ITEST, LSAMP, MSP, Noyce, RDE, and TCUP.  Given the focus on institutional integration, an institution may submit only one proposal to the I3 competition for each deadline.    
  • Limit on Number of Proposals per PI: 
    LSAMP and LSAMP-BD:  One proposal per PI.
    Innovation through Institutional Integration (I3):  No limit specified.

Biological Research Collections (BRC)

  • Full Proposals are due Fourth Friday in July annually thereafter.
  • Limit on Number of Proposals per Organization: In any single round of the BRC competition, only one proposal may be submitted from any individual collection within an organization. Organizations that house multiple collections, submitting proposals from more than one collection, should engage in internal planning activities in order to prioritize the needs of the several collections such that the organization does not submit a multiplicity of proposals to any one BRC competition.

Centers for Ocean Science Education Excellence (COSEE)

  • Full Proposals for New Collaborations with Existing Centers are due early March 2008
  • Limit on Number of Proposals per Organization: COSEE Centers: No limit; COSEE Central Coordinating Office:  No limit; New Collaborations with Existing Centers: No more than two proposals for new partners may be submitted for collaborations with an existing Center.

Chemistry Research Instrumentation and Facilities: Departmental Multi-User Instrumentation  (CRIF:MU)

  • Full Proposals are due late June
  • Limit on Number of Proposals per Organization: 2: Two per institution. If two are submitted, at least one must involve cyberinfrastructure. Principal investigators are strongly encouraged to consult with the cognizant program officers before submitting cyber-enabled instrumentation requests.

 Doctoral Dissertation Improvement Grants in the Directorate for Biological Sciences (DDIG)

  • Full proposals are due mid-November annually.
  • Limit on Number of Proposals per Organization: 1: An organization may submit only one proposal per student in a given year. A student may receive only one DDIG award.

Ethics Education in Science and Engineering (EESE)

  • Full Proposals are due in early March
  • Limit on Number of Proposals per Organization: 1: An eligible organization, as defined above, may submit only one proposal as the lead organization. Organizations submitting more than one proposal as the lead organization will be notified and given one week from notification to select one proposal for consideration. If one is not selected in that time period, all of those proposals will be returned without review. There is no limit on the number of proposals under which an organization may be included as a non-lead collaborator or sub-awardee.

Federal Cyber Service: Scholarship for Service (SFS), A Federal Cyber Service Training and Education Initiative

  • Full proposals are due early December
  • Organizational Limit:  Proposals may only be submitted by the following:
    For the Scholarship Track, the proposing organization must be an accredited U.S. university or college that either (1) has been designated by the National Security Agency and the Department of Homeland Security as a Center of Academic Excellence in Information Assurance Education (CAE/IAE) or (2) has an information assurance program that meets criteria equivalent to those necessary for designation as a CAE/IAE. In the latter case, the proposal must demonstrate the program's qualifications for CAE/IAE designation. (See http://www.nsa.gov/ia/academia/caeiae.cfmfor CAE/IAE criteria.)
    For the Capacity Building Track, the proposing organization may be either an accredited U.S. university or college or a consortium. The lead institution in a proposing consortium must either (1) have a CAE/IAE designation or (2) have an information assurance program that meets criteria equivalent to those necessary for CAE/IAE designation. In the latter case, the proposal must demonstrate the program's qualifications for CAE/IAE designation. (See http://www.nsa.gov/ia/academia/caeCriteriaList.cfm?MenuID=10.1.1.2 for CAE/IAE criteria.)
  • Limit on Number of Proposals per Organization: (1) An organization may submit no more than one Scholarship Track proposal for this competition.

Graduate Teaching Fellows in G-12 Education (GK12)

  • Letters of Intent (required) are due mid-May
  • Full proposals are due early July
  • PI Limit: The Principal Investigator (PI) must be a STEM discipline faculty member actively conducting STEM research at the lead institution.
  • Limit on Number of Proposals per Organization: 1
    One proposal per institution. New proposals only. Institutions having an active or past GK12 project are eligible to submit a new proposal, but they must coordinate evaluation efforts of any projects located on the same campus or working with the same school districts.  Proposals to continue previously funded GK-12 projects (i.e., Track 1, Track 2, and Continuing) are no longer being accepted.

High Performance Computing System Acquisition: Towards a Petascale Computing Environment for Science and Engineering

  • Full proposals are due late November.
  • Limit on Number of Proposals per Organization: 1
    An organization may submit only one proposal but may be a sub-awardee on other proposals responding to this solicitation.
    Collaborative projects may only be submitted as a single proposal in which a single award is being requested. The involvement of partner organizations should be supported through sub-awards administered by the submitting organization.

Improvements in Facilities, Communications, and Equipment at Biological Field Stations and Marine Laboratories (FSML)

  • Full Proposals are due first Friday in March, annually.
  • Limit on Number of Proposals per Organization: Only one proposal may be submitted on behalf of any single facility per round of the FSML competition. This limitation does not prevent a single institution from submitting more than one proposal, as long as each proposal is submitted on behalf of a different eligible facility.

Industry/University Cooperative Research Centers Program (I/UCRC)

  • Letters of Intent (required) for planning grants only are due annually on the first Friday in January and on the fourth Friday in June annually
  • Planning Grants and Full Center Proposals are due on the fourth Friday in March and on the fourth Friday in September, annually.
  • Limit on Number of Proposals per Organization: Grantee institutions that have an active single university I/UCRC award are not eligible to apply for another single university center; however, they may apply for a multi-university center.
    Any institution may submit multiple multi-university center proposals provided that the proposed research topics involve different disciplines and support different industries.
  • I/UCRC Supplement

Innovative Technology Experiences for Students and Teachers (ITEST)

  • Letter of Intent (required) is due January 12, 2009 and January 19, 2010
  • Full Proposal for ITEST is due February 20, 2009 and February 12, 2010
  • Full Proposal for Innovation through Institutional Integration (I3) is due February 24, 2009 and
    August 25, 2009
  • PI Limit: The PI for an Innovation through Institutional Integration (I3) proposal must be the university provost or equivalent, unless the proposal is exclusively for I3 STEM educational or related research.
  • Limit on Number of Proposals per Organization: 
    There is no limit on the number of proposals per organization for ITEST.
    For Fiscal Year 2009, proposals are being solicited in nine EHR programs that advance the goals of Innovation through Institutional Integration (I3):  CREST, GSE, HBCU-UP, ITEST, LSAMP, MSP, Noyce, RDE, and TCUP.  Given the focus on institutional integration, an institution may submit only one proposal to the I3 competition for each deadline.
  • Limit on Number of Proposals per PI:  1
    An individual may serve as the Principal Investigator (PI) for no more than one Research, Strategies, or Scale-up proposal under this solicitation.
    Innovation through Institutional Integration (I3): no limit specified.

Instrumentation for Materials Research - Major Instrumentation Projects (IMR-MIP)

  • NSF will not be accepting IMR-MIP proposals for the previously announced deadline of October 15, 2007 (Third Monday of October). Any proposal submitted to IMR-MIP in FY 2008 will be returned without review. NSF plans to announce a  proposal solicitation for the IMR program in FY 2008.

Integrative Graduate Education and Research Traineeship Program (IGERT)

  • Preliminary Proposals (required) due March 13, 2009
  • Full Proposals due September 14, 2009 BY INVITATION ONLY
  • Limit on Number of Preliminary and Full Proposals per Organization: 
    There is a limit of four (4) preliminary proposals that may be submitted by an institution either as a single institution or as a lead institution in a multi-institution preliminary proposal.
    A multi-institutional proposal is defined as one that has at least one co-PI at a different academic institution than that of the PI, a subaward to a different academic institution than that of the PI, or both.
  • Limit on Number of Proposals per PI:
    Any given individual may participate as PI or co-PI in only one proposal submission.  That restriction applies to preliminary proposals as well as full proposals.  A PI or co-PI on one proposal may serve as a faculty participant on other proposals.

International Materials Institutes (IMI)

  • Full Proposals due mid-July
  • Limit on Number of Proposals per Organization: 1
    An organization may not be the lead organization in more than one proposal.
  • Limit on Number of Proposals per PI: 1
    An individual may be the Principal Investigator in only one proposal.

Major Research Instrumentation Grants Program (MRI)

  • Full proposals are due the 4th Thursday of each January.
  • Limit on Number of Proposals per Organization: Three (3) as described below. To provide a balanced instrumentation award portfolio at diverse organizations, across varied research topics, and that serves to train and support a broadly inclusive science and engineering workforce across the entire nation, the MRI program requires that an organization may submit or be included as a funded subawardee/subcontractor[2] in no more than three MRI proposals. No more than two proposal submissions may be for instrument acquisition.
    To promote instrumentation development, the MRI program continues to require that if an organization submits or is included as a funded subawardee/subcontractor  in three MRI proposals, at least one of the three proposals must be for instrument development. NSF reserves the right to carefully examine development proposals to ensure that they meet the requirements for this proposal type (Section II), and that submission limits have not been exceeded.
    Note: For the purposes of the MRI Program, proposals must be for either acquisition or development.  Please see Section II: Program Description, for information on characteristics of acquisition and development proposals.
    [2] An unfunded collaboration does not count against the submission limit.

Math and Science Partnership (MSP)

  • Full Proposals for  Institute Partnerships, MSP-Start Partnerships, Phase II Partnerships, RETA Projects are due February 17, 2009
  • Full Proposals for Innovation through Institutional Integration are due on February 24, 2009
  • Full Proposals for Targeted Partnerships are due on August 20, 2009
  • Full Proposals for  Innovation through Institutional Integrationare due on August 25, 2009
  • Limit on Number of Proposals per Organization: 1
    An institution of higher education, non-profit organization or consortia of such institutions or organizations may be the LEAD partner in only one proposal per Partnership category - Targeted, Institute, MSP-Start and Phase II.
    Organizations may be a non-Lead partner on more than one proposal
    For this competition, an institution of higher education and its institutionally affiliated foundation or research foundation are considered to be the same organization.
    A central organization that acts as fiscal agent for multiple institutions in a university system is not considered to be the same as the individual colleges and universities that are part of the system, and may act as fiscal agent for one or more proposals submitted in response to this solicitation.
    RETA proposers may submit one or more RETA proposals.
    For Fiscal Year 2009, proposals are being solicited in nine EHR programs that advance the goals of Innovation through Institutional Integration (I3):  CREST, GSE, HBCU-UP, ITEST, LSAMP, MSP, Noyce, RDE, and TCUP.  Given the focus on institutional integration, an institution may submit only one proposal to the I3 competition for each deadline.

Nanotechnology Undergraduate Education (NUE)

  • Full Proposals are due April 29, 2009
  • Limit on Number of Proposals per Organization: 1
    Only one (1) proposal may be submitted by a US academic institution, College/Department of Engineering or College/Department of Engineering Technology as the lead institution with the following exception: A US academic institution may submit a second proposal as the lead institution, only if it is focused on the societal, ethical, economic and/or environmental issues relevant to nanotechnology. 
  •  PI Limit
    The lead PI must hold a faculty appointment within a College/Department of Engineering or College/Department of Engineering Technology within the submitting US academic institution.
  • Limit on Number of Proposals per PI: 1
    An individual may serve as the Principal Investigator (PI) or co-Principal Investigator (co-PI) on no more than one proposal.

Opportunities for Enhancing Diversity in the Geosciences (OEDG)

  • Letter of Intent (required) are due early November for OEDG Track 1 and Track 2 Proposals

  • Limit on Number of Proposals per Organization
    Academic institutions with graduated PFI awards are limited to two proposals related to each graduated PFI award, one in each of the following capacities:
    Submission of one proposal as the lead institution
    Participation as a subawardee on one proposal.

Partnerships for International Research and Education (PIRE)

  • Preliminary Proposals (required) are due February 26, 2009
  • Full Proposals are due  August 04, 2009 BY INVITATION ONLY
  • Limit on Number of Preliminary Proposals: 3 :
    Eligible institutions may submit three (3) preliminary proposals.
  • Proposals for new PIRE projects as well as proposals for the renewal of PIRE awards made in 2005 may be submitted. The limit on the number of proposals an institution may submit as lead institution applies to the  combined total of new and renewal proposals.
  • Limit on Renewals: If a substantial number of U.S. members of the proposed PIRE team, including the PI and co-PIs, have participated in a prior PIRE award, then this proposal will be considered a renewal. PIRE awards may be renewed only once.
  • Limit on Number of Full Proposals: Subject to invitation.
  • Limit on Number of Proposals per PI
    An individual may participate as Senior Personnel (PI, co-PI, or other Senior Personnel - including on sub-awards or as a consultant) on at most one (1) preliminary proposal and one (1) full proposal.

Presidential Awards for Excellence in Science, Mathematics and Engineering Mentoring

  • Full proposals are due early March.
  • Limit on Number of Proposals per Organization: Only one nomination per organization. The single nomination may be for an Individual Award or for an Organizational Award, but not for both.

Research Experiences for Teachers (RET) in Engineering Supplements and Sites

  • Full proposals are due third Monday in November.
  • Limit on Number of Proposals per Organization: 2: Two proposals may be submitted by a U.S. academic institution, College/Department of Engineering or College/Department of Engineering Technology as the lead institution.

Research in Disabilities Education (RDE)
This program has four tracks: Research, Alliances for Students with Disabilities in STEM, Demonstration, Enrichment or Dissemination, and Innovation through Institutional Integration (I3)

  • Full Proposals for Demonstration, Enrichment or Dissemination are due mid-February
  • Full Proposals for Alliances for Students with Disabilities in STEM are due mid-February

    An institution, on its own or as a member of a consortium, may submit no more than one Noyce proposal per track.  There are two Noyce tracks in this solicitation:  the Noyce Teacher Scholarship Track and the NSF Teaching Fellows/Master Teaching Fellows Track.  This limitation is independent of the limitation for Innovation through Institutional Integration (I3) proposals indicated below.

    The PI for an Innovation through Institutional Integration (I3) proposal must be the university provost or equivalent, unless the proposal is exclusively for I3 STEM educational or related research.

Scholarships in Science, Technology, Engineering, and Mathematics (S-STEM)

  • The S-STEM program expects to have proposal deadlines in August in 2009 and beyond. A new Program Solicitation will be available at least 3 months before the deadline.

Science and Technology Centers: Integrative Partnerships

  • Preliminary Proposals (required) are due October 14, 2008
  • Full Proposals are due April 30, 2009 (by invitation only)
  • Limit on Number of Proposals per Organization: 3
    A single organization may submit a maximum of three preliminary proposals as the lead institution.  A single organization may also request funding via a subaward as a funded partner organization.  In no case may an organization request funds as a lead or funded partner organization on more than five preliminary proposals. Note that this limit only applies if an organization is requesting NSF support, i.e., there is no limit on the number of proposals in which an organization may participate as an unfunded partner.  Full proposals are to be submitted only when invited by NSF.  The STC program will not provide support for more than one proposed Center from any one lead institution in this competition.

Science, Technology, Engineering, and Mathematics Talent Expansion Program (STEP)

  • Letters of Intent (optional) are due mid-August
  • Full Proposals are due late September
  • Limit on Number of Proposals per Organization: An institution that awards baccalaureate degrees is allowed to submit only one Type 1 proposal, or to be part of only one consortium submitting a Type 1 proposal.  An institution that awards associate degrees, and does not award baccalaureate degrees, is allowed to be the lead institution on only one Type 1 proposal, and, in addition, may be a partner on one or more Type 1 proposals.  There are no restrictions on the number of Type 2 proposals that an individual or organization may submit.

Scientific Computing Research Environments for the Mathematical Sciences (SCREMS)

  • Full proposals are due fourth Thursday in January annually.
  • Limit on Number of Proposals per Organization: Identical proposals may not be submitted to both the SCREMS and MRI solicitations. If possible, within the context of institutional limit requirements of the MRI program, equipment proposals from mathematics and/or statistics groups should be submitted as MRI proposals by the MRI proposal deadline.

Small Business Innovation Research Program Phase I Solicitation FY-2010 (SBIR)
