Research Development
Limited Submissions
Sometimes, a sponsoring agency limits the number of proposals for which an institution can submit, requiring the institution to decide which applications will be submitted for competition. Therefore, it is critical that you are aware of whether a particular program of interest has such limits. If you wish to submit a proposal to a program with submission limitations, please alert your chair, dean and the Office of Research (ext 3707 or 3460; kferguso@odu.edu ) as soon as possible. The dean typically assesses potential conflicts and related decision-making within a college; however, the Office of Research appraises submissions when researchers from two or more colleges express interest in the same program.
Below is a listing of some of the National Science Foundation (NSF) programs that have organizational limited submissions' stipulations. Section 1 is a list of the proposals' deadlines, the links of which link to Section 2. Section 2 provides brief summaries of NSF's limited submission programs and also the links to their respective RFPs. The links to NSF RFPs are as up-to-date as possible. Eligibility and deadline text are verbatim from the NSF website.

Biological Research Collections (BRC)

- Limit on Number of Proposals per Organization: In any single round of the BRC competition, only one proposal may be submitted from any individual collection within an organization. Organizations that house multiple collections, submitting proposals from more than one collection, should engage in internal planning activities in order to prioritize the needs of the several collections such that the organization does not submit a multiplicity of proposals to any one BRC competition.
Center for the Environmental Implications of Nanotechnology (CEIN)
- Preliminary Proposals are due early December
- Full Proposals are due BY INVITATION ONLY mid March 2008
- Limit on Number of Proposals per Organization: 1: Only one Preliminary Proposal may be submitted by any one organization as the lead organization. Full proposals may be submitted by invitation only.
Centers for Ocean Science Education Excellence (COSEE)

Chemical Bonding Centers Phase II (CBC-II)

- Limit on Number of Proposals per Organization: 1: Only one proposal may be submitted per eligible institution
Chemistry Research Instrumentation and Facilities: Departmental Multi-User Instrumentation (CRIF:MU)
- Full Proposals are due late June
- Limit on Number of Proposals per Organization: 2: Two per institution. If two are submitted, at least one must involve cyberinfrastructure. Principal investigators are strongly encouraged to consult with the cognizant program officers before submitting cyber-enabled instrumentation requests.
CISE Pathways to Revitalized Undergraduate Computing Education (CPATH)
- Full proposals are due early March.
- Organizational Limit: Organizational limits differ by CPATH project type as defined below:
For CB projects. GPG eligibility guidelines apply. For CDP and TI projects. Universities and two- and four-year colleges (including community colleges) located and accredited in the United States, its territories or possessions, or the Commonwealth of Puerto Rico, that award degrees in a field supported by NSF are eligible to apply for CDP and TI awards. Such organizations also are referred to as academic institutions. CPATH proposals that describe partnerships with other organizations with a stake in undergraduate computing education are strongly encouraged. Partner organizations may include industry, professional societies, and not-for-profit organizations, amongst others.
- PI Limit: At least one individual on the project leadership team (PI or co-PI) must be a member of the community served by CISE
- Limit on Number of Proposals per Organization: For CDP and TI proposals: an academic institution may submit or participate in no more than one TI and one CDP proposal. There is no organizational limit for CB proposals.
- Limit on Number of Proposals per PI: 2: An individual may participate as PI, Co-PI, or Senior Personnel on at most one (1) CDP or TI proposal. An individual may also participate as PI, Co-PI or Senior Personnel on at most one (1) CB proposal.
Cyberinfrastructure Training Education, Advancement and Mentoring for Our 21st Century Workforce (CI-TEAM)
- Full proposals are due late August.
- Limit on Number of Proposals per Organization:1: An organization may submit only one proposal (either a CI-TEAM Implementation or Demonstration Project) as the lead organization in response to this solicitation. There is no limit to the number of proposals on which an organization may appear as a subawardee or as a non-lead organization.
Doctoral Dissertation Improvement Grants in the Directorate for Biological Sciences (DDIG)
- Full proposals are due mid-November annually.
- Limit on Number of Proposals per Organization: 1: An organization may submit only one proposal per student in a given year. A student may receive only one DDIG award.
Ethics Education in Science and Engineering (EESE)
- Full Proposals are due in early March
- Limit on Number of Proposals per Organization: 1: An eligible organization, as defined above, may submit only one proposal as the lead organization. Organizations submitting more than one proposal as the lead organization will be notified and given one week from notification to select one proposal for consideration. If one is not selected in that time period, all of those proposals will be returned without review. There is no limit on the number of proposals under which an organization may be included as a non-lead collaborator or sub-awardee.
Federal Cyber Service: Scholarship for Service (SFS), A Federal Cyber Service Training and Education Initiative
- Full proposals are due late March
- Organizational Limit: Proposals may only be submitted by the following:
For the Scholarship Track, the proposing organization must be an accredited U.S. university or college that either (1) has been designated by the National Security Agency and the Department of Homeland Security as a Center of Academic Excellence in Information Assurance Education (CAE/IAE) or (2) has an information assurance program that meets criteria equivalent to those necessary for designation as a CAE/IAE. In the latter case, the proposal must demonstrate the program's qualifications for CAE/IAE designation. (See http://www.nsa.gov/ia/academia/caeiae.cfmfor CAE/IAE criteria.) For the Capacity Building Track, the proposing organization may be either an accredited U.S. university or college or a consortium. The lead institution in a proposing consortium must either (1) have a CAE/IAE designation or (2) have an information assurance program that meets criteria equivalent to those necessary for CAE/IAE designation. - Limit on Number of Proposals per PI: 1 : A PI may be listed as PI on only one proposal.
Geoscience Education (GeoEd)
- Full proposals are due mid-November in 2007
- Limit on Number of Proposals per Organization: An organization (e.g., a university or museum) may be the lead organization on only one Track 2 proposal submitted per competition.
Graduate Teaching Fellows in G-12 Education (GK12)
- Letters of Intent (required) are due mid-May
- Full proposals are due early July
- PI Limit: The Principal Investigator (PI) must be a STEM discipline faculty member actively conducting STEM research at the lead institution.
- Limit on Number of Proposals per Organization: 1
One proposal per institution. New proposals only. Institutions having an active or past GK12 project are eligible to submit a new proposal, but they must coordinate evaluation efforts of any projects located on the same campus or working with the same school districts. Proposals to continue previously funded GK-12 projects (i.e., Track 1, Track 2, and Continuing) are no longer being accepted.
High Performance Computing System Acquisition: Towards a Petascale Computing Environment for Science and Engineering
- Full proposals are due late November.
- Limit on Number of Proposals per Organization: 1: An organization may submit only one proposal in each funding cycle. Collaborative projects may only be submitted as a single proposal in which a single award is being requested. The involvement of partner organizations should be supported through sub-awards administered by the submitting organization.
Improvements in Facilities, Communications, and Equipment at Biological Field Stations and Marine Laboratories (FSML)
- Full Proposals are due first Friday in March, annually.
- Limit on Number of Proposals per Organization: Only one proposal may be submitted on behalf of any single facility per round of the FSML competition. This limitation does not prevent a single institution from submitting more than one proposal, as long as each proposal is submitted on behalf of a different eligible facility.
Industry/University Cooperative Research Centers Program (I/UCRC)
- Letter of Intent (required) is due annually on the first Friday in January and on the fourth Friday in June
- Planning Grants and Full Center Proposals are due on the fourth Friday in March and on the fourth Friday in September, annually.
- Limit on Number of Proposals per Organization: Each institution is limited to a maximum of two single institution I/UCRC awards. Institutions which currently have two single institution awards are not eligible to submit another single institution proposal. There is no limit on the number of proposals that may be submitted when collaborating with another institution. It is permissible for an institution to have two single institution center awards and also submit a proposal to be a site in a multi-institutional center.

Innovative Technology Experiences for Students and Teachers (ITEST)
- Letter of Intent (required) is due mid-February
- Full Proposals for Innovation through Institutional Integration (I3) are due early April
- Full Proposals for ITEST are due early April
- PI Limit: The PI for an Innovation through Institutional Integration (I3) proposal must be the university provost or equivalent, unless the proposal is exclusively for I3 STEM educational or related research.

An individual may serve as the Principal Investigator (PI) for no more than one proposal under this solicitation.
- Limit on Number of Proposals per Organization: 1
Innovation through Institutional Integration (I3): For Fiscal Year 2008, proposals are being solicited in six EHR programs that advance I3 goals: CREST, ITEST, MSP, Noyce, RDE, and TCUP. Given the focus on institutional integration, an institution may submit only one proposal to the I3 competition in only one program.
Instrumentation for Materials Research - Major Instrumentation Projects (IMR-MIP)
- NSF will not be accepting IMR-MIP proposals for the previously announced deadline of October 15, 2007 (Third Monday of October). Any proposal submitted to IMR-MIP in FY 2008 will be returned without review. NSF plans to announce a proposal solicitation for the IMR program in FY 2008.
Integrative Graduate Education and Research Traineeship Program (IGERT)
- Pre-proposals for IGERT Traineeship (required) are due early April.
- Full Proposals for IGERT Resource Center are due early April
- Full Proposals for IGERT Traineeship (by invitation only) are due early October.
- Limit on Number of Pre-proposals per Organization: 4: There is a limit of four (4) preliminary proposals that may be submitted by an institution either as a single institution or as a lead institution in a multi-institution preliminary proposal.
- Limit on Number of Full Proposals per Organization: 3: There is a limit of three (3) full proposals that may be submitted (By Invitation Only based on the outcome of the preliminary proposal competition) by an institution either as a single institution or lead institution in a multi-institution full proposal.
A multi-institutional proposal is defined as one that has at least one co-PI at a different academic institution than that of the PI, a subaward to a different academic institution than that of the PI, or both.
International Materials Institutes (IMI)
- Full Proposals due mid-July
- Limit on Number of Proposals per Organization: 1
An organization may not be the lead organization in more than one proposal.
- Limit on Number of Proposals per PI: 1
An individual may be the Principal Investigator in only one proposal.
Major Research Instrumentation Grants Program (MRI)
- Full proposals are due the 4th Thursday of each January.
- Limit on Number of Proposals per Organization: Three (3) as described below. Both of the following conditions must be met or proposal(s) will be returned without review: An organization may submit or be included as a partner or subawardee in no more than three proposals.
If an organization submits or is included as a partner or subawardee in three proposals, at least one of the three proposals must be for instrument development. NSF reserves the right to carefully examine development proposals to ensure that an institution does not exceed its proposal limit. If NSF determines that a development proposal is an acquisition proposal, and such determination results in an institution exceeding its limit, then said proposal will be returned without review. Please see Section II Program Description, under Instrument Development for further information on topics that are not considered development.
Materials Research Science and Engineering Centers (MRSEC)
- Preliminary Proposals (required) are due early September.
- Full proposals are due mid-January.
- Limit on Number of Proposals per Organization: 2
Only two preliminary proposals may be submitted by any one organization as the lead organization. Full proposals may be submitted by invitation only.
- Limit on Number of Proposals per PI: 1
An individual may be the Principal Investigator for only one preliminary proposal. Full proposals may be submitted by invitation only.
Nanotechnology Undergraduate Education (NUE)
- Full proposals are due mid-May
- Limit on Number of Proposals per Organization: 1 Only one (1) proposal may be submitted by a U.S. academic institution, College/Department of Engineering or College/Department of Engineering Technology as the lead institution with the following exception: A U.S. academic institution may submit a second proposal as the lead institution, only if it is focused on the societal, ethical, economic and/or environmental issues relevant to nanotechnology.
Partnerships for Innovation (PFI)
- Currently funded but no longer receiving proposals. Next PFI solicitation will be issued by Spring 2008
Partnerships for International Research and Education (PIRE)
- The next PIRE competition is being planned for 2009. Check this page for updates.
Physics Frontiers Centers (PFC)
- Preliminary Proposals (required) are due in late August.
- Full proposals (BY INVITATION ONLY) are due in late January.
- Limit on Number of Preliminary Proposals per Organization: 2 :No more than two preliminary proposals may be submitted by any one institution.

Presidential Awards for Excellence in Science, Mathematics and Engineering Mentoring
- Full proposals are due early March.
- Limit on Number of Proposals per Organization: Only one nomination per organization. The single nomination may be for an Individual Award or for an Organizational Award, but not for both.
Research Experiences for Teachers (RET) in Engineering Supplements and Sites

For Fiscal Year 2008, proposals are being solicited in six EHR programs that advance I3 goals: CREST, ITEST, MSP, Noyce, RDE, and TCUP. Given the focus on institutional integration, an institution may submit only one proposal to the I3 competition in only one program.
- PI Limit:
For Noyce Scholarship Proposals, the PI, or at least one Co-PI, must be a faculty member in a mathematics, science, or engineering department. The PI for an Innovation through Institutional Integration (I3) proposal must be the university provost or equivalent, unless the proposal is exclusively for I3 STEM educational or related research.
Scholarships in Science, Technology, Engineering, and Mathematics (S-STEM)
- Letters of Intent (optional) are due early July
- Full proposals are due early August
- Limit on Number of Proposals per Organization: 1 An Institution may submit one (1) proposal from each constituent school or college that awards degrees in an eligible field. See Section IV.A. for details.
Science, Technology, Engineering, and Mathematics Talent Expansion Program (STEP)
- Letters of Intent (optional) are due: early August
- Full Proposals are due mid-September
- Limit on Number of Proposals per Organization: An institution that awards baccalaureate degrees is allowed to submit only one Type 1 proposal, or to be part of only one consortium submitting a Type 1 proposal. An institution that awards associate degrees, and does not award baccalaureate degrees, is allowed to be the lead institution on only one Type 1 proposal, and, in addition, may be a partner on one or more Type 1 proposals. There are no restrictions on the number of Type 2 proposals that an individual or organization may submit.
Scientific Computing Research Environments for the Mathematical Sciences (SCREMS)
- Full proposals are due fourth Thursday in January annually.
- Limit on Number of Proposals per Organization: Identical proposals may not be submitted to both the SCREMS and MRI solicitations. If possible, within the context of institutional limit requirements of the MRI program, equipment proposals from mathematics and/or statistics groups should be submitted as MRI proposals by the MRI proposal deadline.
Small Business Innovation Research Program Phase I Solicitation FY- 2009 (SBIR)

- Organization Limit: Proposals may only be submitted by the following:
For-profit organizations: U.S. commercial organizations, especially small businesses with strong capabilities in scientific or engineering research or education.
- PI Limit: The primary employment of the Principal Investigator (PI) must be with the small business concern at the time of the award. A PI must spend a minimum of one calendar month on an SBIR Phase I project.
- Limit on Number of Proposals per Organization: 4
An organization can only submit a total of 4 proposals for this solicitation. This solicitation covers two closing dates; June 10, 2008 and December 4, 2008.
