Faculty Preparation Proposal Program (FP3)
OVERVIEW and FACULTY ELIGIBILITY
In an effort to support and promote the growth of sponsored programs at Old Dominion University, the Office of Research invites the deans of the colleges to nominate up to two tenure-track faculty members for consideration of participation in a program targeting proposal development. The goal of the program is to financially assist the colleges by releasing faculty from their teaching commitment by one course so that high quality, competitive proposals might be developed for submission to extramural agencies. It is based on the premise that there are faculty at the institution who have the enthusiasm and capability to be competitive for sponsored programs, yet are unable to set aside sufficient time for a systematic proposal preparation process.
For consideration, the deans will need to provide with their nominations a plan of action for each faculty member, including identification of the support resources that will be made available within the college to ensure success in proposal production. Cross college collaborations is encouraged and additional release from coursework by the college will be viewed favorably. Factors of whether or not faculty would be over-extending themselves by taking on this initiative will be weighed by the Office of Research.
A federal agency or foundation and program should be identified and the deadline for proposal submission should fit with Spring 2010 preparation of the proposal (submission in late Spring 2010 or early Fall 2010). This program should be reserved for faculty members who have a well formulated and meritorious project that can be readily articulated and has already undergone internal merit review, but for which funding has not yet been sought or achieved. The faculty member should be capable and willing, in the judgment of the dean, to carry out the proposal development and the project should it be funded. It is anticipated that the faculty member may need to travel to Washington to meet with agency representatives as part of the plan if such meetings have not yet taken place.
Accountability of the faculty's day-to-day activity will rest with the dean. The college will be responsible for conducting a formal review of the proposal well before the submission deadline and for providing an assurance report to the Vice President for Research before the proposal is submitted to the agency. The Office of Research will provide consultation and editorial review of any proposal developed through the program as long as the timing of the request is reasonable.
Requirements for Awardees
Grant submission by the end of the awarded semester is highly expected. If unforeseen circumstances arise in which the PI is unable to submit a proposal by the deadline, they must provide in writing, with both the PI's and Dean's signatures, an explanation of why they could not submit the grant. Along with their signed explanation, the PI must provide a progress report detailing what they have accomplished during the awarded semester and give a definite date for when they will submit their grant to the funding agency listed in the proposal.
The Office of Research will provide consultation and editorial review of any proposal developed through the program as long as the timing of the request is reasonable.
Proposal Submission Deadlines
The deadline for proposal submission is in the beginning of the semester prior to that which the faculty will be requesting release time. The deadline for submitting Spring 2010 nominations is Friday, September 11, 2009 by the close of business to keck@odu.edu This office will complete its evaluations by Monday, September 21, 2009.
The nomination package should include the following:
- A letter of introduction and support from both the department chair and dean. Chair's letter should include statements describing total teaching load and the proposed arrangement for covering the released course.
- A current c.v. for the faculty member.
- A narrative plan (not to exceed 5 pages) including:
- The target agency and program
- The rationale for choosing this funding mechanism for the project at hand
- Description of any interactions with the agency to date, either through previously funded projects or discussions about the project at hand
- Identification of internal (2) and external (2) reviewers that will be utilized to obtain feedback prior to submission
- A statement as to how this activity will fit with the career goals of the faculty member
- A plan as to how resubmission will be achieved should funding not be awarded in the targeted cycle.
