Post 9/11 GI Bill -- UPDATED 10/2/2009
The Post-9/11 GI Bill is for individuals with at least 90 days of aggregate service on or after September 11, 2001, or individuals discharged with a service-connected disability after 30 days. You must have received an honorable discharge to be eligible for the Post-9/11 GI Bill. The Post-9/11 GI Bill is effective for training on or after August 1, 2009.
- Transfer of Benefits -- Please visit www.dmdc.osd.mil/TEB to complete the Transfer of Entitlement Benefits. Upon approval of the Transfer of Entitlement, the family member must apply to use the Chapter 33 benefit by using VONAPP (Form 22-1990E) on www.gibill.va.gov. Family members should turn in a copy of the Transfer of Entitlement and the 22-1990E to the ODU Veterans Affairs Office (in the Registrar's Office). These documents should be accompanied by a Veterans Clearance Form.
- Yellow Ribbon Program -- ODU has decided not to participate in the Yellow Ribbon Program at this time. This decision will be re-evaluated next year.
- NEW: Marine Gunnery Sergeant John David Fry Scholarship -- Public Law 111-32, the Marine Gunnery Sergeant John David Fry Scholarship, amends the Post-9/11 GI Bill (chapter 33) to include the children of service members who die in the line of duty after Sept. 10, 2001. The benefit is effective August 1, 2009; the same day the Post-9/11 GI Bill takes effect. Eligible children attending school may receive up to the highest public, in-state undergraduate tuition and fees, plus a monthly living stipend and book allowance under this program. Check online for the most up to date information on availability and instructions for applying for this scholarship.
In order to be certified for the new GI Bill Chapter 33, please provide our office with a copy of the Certificate of Eligibility you received from the VA and provide a completed Veterans Clearance Form.

Chapter 31 Vocational Rehabilitation Recipients
- Parking Decals -- parking authorizations will be sent by the Registrar's Office to the Parking and Transportation Services office
- Books and Supplies -- you may pick up your books and supplies from the University Bookstore three weeks before the semester begins. Bookstore vouchers are no longer needed.

Tuition and Deferment Deadlines
Students should check this web site for current and upcoming deadlines. VA tuition deferments are not available for summer sessions. Applications for VA tuition deferments for any Fall or Spring term must be made no later than the tuition deadline for that term.
Applying for VA Benefits
Any students using their G.I. Bill benefits for the first time must complete a Veterans Clearance Form in addition to VA paperwork. The required VA forms are available from the Office of the University Registrar, the Veterans Affairs Services staff, the student's site director, or at www.gibill.va.gov (Education Forms).
All G.I. Bill recipients (including active duty, VocRehab, and certificate program students) must complete a Veterans Clearance Form each semester after enrolling in ODU classes, to continue receiving VA benefits.
The Veterans Affairs Services staff electronically transmits your enrollment information to the VA regional office in Buffalo, NY. To check on the status of your VA benefits, call (888) 442-4551 or (800) 827-1000.
Deployment or Mobilization of Currently Enrolled Students
All active duty military students who are unable to complete course requirements due to change in employment duties, work schedule, or deployment to a duty assignment may be administratively withdrawn from current semester courses. Students are required to furnish a copy of their military orders to the Office of the University Registrar. The Registrar's Office will maintain records of administrative withdrawals performed under this policy.
