Reserved Parking

General

Reserved parking spaces are located throughout the University and identified by signs that read "Reserved." The parking decal is included in the cost of the reserved space fee. Interested persons should contact the Assistant Director of Parking & Transportation Services by fax at 683-3194. The request should include three parking lots of choice. Parking in a reserved space without permission will result in a $70 fine and immediate towing of the vehicle, regardless of time of day. The annual fee for reserved parking is $823 for 24/7 reserved parking and $708 for reserved parking 7am-6pm.

Responsibility

Parking & Transportation Services is responsible for the distribution and enforcement of the Reserved Parking and Procedures/Rules. The paid reserved owners are responsible for adherence to the procedures and rules.

Definition

Paid reserved parking is designed for those who prefer the convenience of having a parking space available at all times. Reserved parking is filled based on 15 percent of the number of available spaces in each lot.

Location

Signs labeled "RESERVED- Towing Enforced 24 hrs" are located throughout the University parking lots to identify reserved spaces. Spaces are numbered sequentially and will not be moved.

Eligibility

Any faculty or staff member is eligible to purchase a reserved parking space.

Registration and University Permit Required

(a) Every vehicle that is parked in a paid reserved parking space must be registered with Old Dominion University Parking & Transportation Services (PTS) office and display a valid University permit, with the following exceptions:

(1) Vehicle parked in a reserved parking space is leased by a department.
(2) Reserved owner gives a guest permission to park in reserved space.

(b) Unless otherwise noted on the permit itself or in the instructions issued with the permit, permits must be affixed behind the rear view mirror, so as to be clearly visible from the front of the vehicle.

(c) Once the reserved owner registers their decal with Parking & Transportation Services, officers will not monitor reserved spaces for non-display of parking permit.

(d) If the reserved owner moves his/her vehicle to a regular parking space without a permit displayed, a citation will be issued for failure to display authorized decal.

Requesting a Reserved Space

(a) List three locations where you would like to have your reserved space placed. Indicate 1st, 2nd and 3rd choices.

(b) Fax a typed memorandum to the Assistant Director of Parking & Transportation Services at (757) 683-3194, to see if the spaces requested have a waiting list.

(c) The faxed memorandum will secure your position on the waiting list.

(d) The assistant director will notify the next person in line when a vacancy becomes available for the lot requested.

Reserved Waiting List

(a) There is a growing demand for reserved parking at Old Dominion University. Each year the PTS office maintains a waiting list for reserved parking on the main campus only. New applicants are placed on a waiting list according to the requested date. A faxed memorandum addressed to the assistant director will secure an applicant's name on the list.

(b) Exceptions would be deans and higher reserved owners who have left the University and are being replaced by an incoming dean or higher. This person would get first choice to purchase the reserved space. If that person refuses the reserved space, the space will become inventory and bagged for regular parking use.

Permit Fees

(a) Permit fees shall be published annually by the Director of Parking & Transportation Services once approved by the Board of Visitors. Fees for annual permits shall be prorated from month to month to reflect their remaining value.

(b) The parking permit fee is included in the reserved cost.

(c) The conditions and regulations of the payroll office will govern fees paid through payroll deduction.

(d) If a faculty/staff member decides to purchase a reserved space in the middle of the fiscal year, they do not have to purchase another permit. Once a reserved space has been established, you may use the same permit.

Cancellation

Cancellation of a reserved space must be requested with a faxed memorandum or an e-mail to the assistant director of Parking & Transportation Services.

Refunds - Leaving the University

(a) Decals may be returned for a prorated refund. Transferable decal or identifiable remnants of the sticker decal must be returned to the parking office for refund processing.

(b) Refund requests by reserved owners that go on sabbatical during the fiscal year, must submit a faxed memorandum or e-mail to the assistant director indicating the time frame the sabbatical started and will be completed.

Replacement of Lost Or Stolen Permits

(a) Lost or stolen permits must be reported to the University Police department.

(b) Completion of another registration form and a lost/stolen report form must be done at the Parking & Transportation Services office.

(c) There is a replacement fee of $18.

Notification of Change of License Plates or Vehicle

(a) The reserved holder of the University parking permit must notify Parking & Transportation Services within one week of the issuance of new license plates for any vehicle on which the permit may be used.

(b) Any replacement vehicle must be registered before parking the replacement vehicle. Registration may be made in person or by telephone.

Renewal of Reserved Space

(a) Reserved spaces are valid for one year from October 1 through September 30. All reserved owners must purchase a valid parking permit. A Reserved Space Renewal Agreement form is sent through campus mail to reserved space owners at the beginning of the spring semester. The owners use the form to inform the assistant director if they intend to purchase the reserved space for the new school year. Failure to return the form by a specified date is deemed a "NO" response and the space is released for sale to a new owner.

(b) Parking permits expire on September 30 each year and must be renewed annually. The renewal period begins in the spring of each year. In the event a reserved owner has any outstanding parking citations, the renewal process will be delayed. The assistant director will notify the reserved owner immediately of any outstanding citations. Payment of outstanding parking violations must be made to the Parking Office prior to permit renewal.

Who Can and Cannot Purchase A Reserved Space

  • Faculty/Staff at the Virginia Beach Higher Education Center - (No) Reserved spaces are only maintained at the main campus of Old Dominion University.
  • Off Campus, Old Dominion University Facility - (No) Reserved space will only be maintained on the main campus at Old Dominion University.
  • Research Foundation - (Yes) The reserved space can only be placed on University property.
  • University Webb Center Vendors - (Yes) The reserved space can only be placed on University property.

Payment Options
Annual permits can be paid by any of the following ways:

(a) Cash - All annual permit fees must be paid in person.

(b) Check or Money Order - All payments by check or money order must be made for the entire annual fee, and must be made payable to "Old Dominion University."

(c) Credit Card -MasterCard and Visa only.

(d) Payroll Deduction - Faculty and staff only who are on the regular payroll are eligible for payroll deduction of parking fees. Annual parking fees are divided in 10 payments from November to April. No deductions are taken from June through September.

Payroll Deduction
Payroll deduction is another alternative for payment of reserved parking. Payroll deduction begins November 16 and ends April 1. Once payroll deduction has been established, it cannot be relinquished in the middle of the process. The only exception is leaving the University. Please see procedures below to stop a payroll deduction.

  1. Notify the Assistant Director of the PTS office in writing that you are leaving the University.
  2. Turn in decal with completed refund paperwork as described under the "Refund" heading above.
  3. The PTS office will notify the Office of Finance to stop the deduction.
  4. A prorated refund will be disbursed within 4 to 6 weeks from the receipt date of completed paperwork.

Reserved Owners vs. Parking at Other Lots

Reserved space owners may park their vehicle in any parking lot on campus with proper display of their faculty/staff parking decal.

Guest Parking in Reserved Space

Reserved owners may allow any guest with or without a decal to park in his/her space without permission of PTS.

Enforcement of Regulations

A parking citation is given if a decal is a duplicate, counterfeit, or altered or if there is any unauthorized use of a parking permit or decal.

Failure to comply with Old Dominion University parking regulations can result in fines and/or tow and storage of the vehicle at the owner's risk and expense.

Installation of Reserved Signs

Reserved spaces may be placed in any regular faculty/staff or student lot.

Moving Reserved Signs

Reserved signs are installed on campus in sequential order according to lot number and space number.
Example: The reserved signs in Lot 8 would read: 0801, 0802, 0803, 0804, etc.

Since the reserved signs are in order, once placed in a reserved space that sign may not be moved within that lot.

Parking in a reserved space without permission from the reserved owner will result in a $50 fine and immediate towing of the vehicle at the reserved space owner's discretion, regardless of time of day.

Request for Towing

Reserved owners may request to have an unauthorized vehicle cited or towed from their space by following the procedures below.

  1. Notify the parking office at 683-4004.
  2. Give the description of the car: make, color and license plate state and number.
  3. The reserved owner should indicate whether he/she would like the violator ticketed, towed or both.

It is recommended that the reserved owner not block the violator in the space. Blocking a vehicle may cause additional problems in case the violator should damage the reserved owner's vehicle while trying to leave the scene.

The University President's Reserved Space

The PTS office is responsible for maintenance of all reserved signs throughout the campus except for University President's reserved sign. Physical plant personnel maintains this sign.

Gratis Reserved Space

Gratis reserved spaces do not have towing privileges. Violators will be ticketed only.
