Tuition Assistance Program for Full-time Classified,
Part-time Classified and Hourly Staff

Old Dominion University provides tuition assistance opportunities to eligible employees which would enhance their professional development and growth. The purpose of this policy is to provide guidance for the administration of the tuition assistance program for full-time classified, part-time classified and hourly staff. Tuition assistance is available to all full-time classified, part-time classified and hourly employees whose incomes do not exceed $75,000.00 annually.

To be eligible, full-time classified employees must complete one year of full-time service at the University; part-time classified employees and hourly employees must complete three years of service at the University.

Employees must maintain a "contributor" or higher performance evaluation rating.

Classified employees are eligible to receive assistance for up to 15 credit hours per year - six (6) credit hours for the fall semester, six (6) credit hours for the spring semester and three (3) credit hours for the summer sessions. Part-time classified employees and hourly employees are eligible to receive 75% of the benefit or less (prorated upon the hours worked per 40 hour week). Non-Credit courses cannot exceed two per semester.

The request for assistance will be approved based on seniority of the employees submitting requests for assistance and on the availability of funds.

Tuition assistance is not applicable to the following: instruction of less than five workdays; any in-service training; continuing education computer software course(s); instruction for standardized test preparation (SAT, GMAT, etc.) or review courses for professional licensure or certification (i.e., CPA Review Courses).

Job-related assistance is available to employees if the coursework relates to current job duties, provides new knowledge and skills to enhance job performance, supports the University’s mission, and/or enhances the University’s ability to respond to current and future needs.

Career Development assistance is available to obtain degrees that will increase employees' opportunities within the University. Employees need to submit a letter of intent stating how the particular degree will be of benefit to themselves and the University. Degree or major changes must be approved by the Benefits Manager for assistance to continue.

Coursework should be done at Old Dominion University and degrees should be obtained through Old Dominion University, unless Old Dominion does not offer the coursework or degree. If not available, employees can obtain degrees through another state institution (i.e., William & Mary, Norfolk State, etc.).   Degrees sought at other four-year Virginia colleges and universities must be job–related.  Employees seeking degrees at other four-year Virginia colleges and universities must sign an agreement stating that they will continue employment at Old Dominion University for at least one year following the completion of the academic year in which the course was taken.

TELETECHNET site employees may take coursework and pursue degrees at colleges and universities other than Old Dominion University and other state institutions, in certain circumstances. The same qualifications and guidelines apply.

Tuition may either be paid through deferment which allows employees to attend courses without payment at the beginning of the semester, or remission which reimburses employees at the conclusion of a course when all qualifications have been met.

Tuition assistance applies only to tuition. It does not apply to books, travel, supplies, etc. Employees who register for courses must follow the same academic policies that apply to students.

Several options are available to accommodate employees' absences from work to attend approved education courses during regular work hours. Employees' supervisors (those who sign the performance evaluation forms) must sign the application forms indicating their approval when release time, adjusted work hours, or personal leave are used for time taken for educational purposes during the workday. All requests are granted at the discretion of supervisor.

Release Time - Classified employees only (not hourly employees) may be allowed to take up to three hours away from work per week without charge to their personal leave balances. Release time will be prorated for part-time classified employees based on their work schedule. Requests for release time are granted at the discretion of supervisor. NOTE: Time excused during regular work hours for educational purposes under this policy is considered time worked and, therefore, will be counted as hours worked when calculating overtime. This release time must be reported on the Time and Attendance forms that are maintained by the departments for non-exempt employees, but NOT reported on the Leave Activity Reporting forms that are sent to the Payroll Office.

Adjusted Work Hours - Employees may be allowed to adjust work hours so as to work their
required hours per week at the discretion of supervisor.

Use Personal Leave - Classified employees may be allowed to use their annual, compensatory or overtime leave at the discretion of supervisor.

The following conditions shall determine the tuition support provided by the tuition assistance program:

  • Completed applications, including proof of registration, for tuition support from the tuition assistance program must be filed with the Department of Human Resources by the designated deadline date for tuition assistance through deferment or remission. The deadline is 5:00 pm on August 1 for the fall semester, December 1 for the spring semester, and May 1 for all summer sessions, unless the first falls on a weekend and then the deadline will be the first work day following the first. Applications must be filed for each semester assistance is requested.
  • Notice of approvals and denials will be provided to participants prior to the Tuition Deadline published in the Schedule of Classes so that courses may be dropped without penalty, if necessary.
  • Changes to the original application (drop/add/withdrawl) must be reported to Human Resources.  
  • In the case of remission, a receipt showing payment and official documentation of the grade received, must be provided before reimbursement is made to the participant.
  • Coursework taken by employees enrolled in any school other than Old Dominion University will be paid for at a rate not to exceed the in-state tuition rate per credit hour charged for similar coursework at Old Dominion University. Employees enrolled in courses and determined to be domiciled outside Virginia shall be responsible for payment of the difference between the in-state and out-of-state tuition rates.
  • Participants are responsible for any tuition and administrative fees incurred by: dropping or withdrawing from approved courses; receiving a C (graduate course only), D or F (graduate and undergraduate courses); not clearing an Incomplete grade (I or II) within the time period prescribed by current policy; and terminating employment during the semester for which they received assistance.
  • The amount of indebtedness varies with each of the above categories. The Department of Human Resources informs the employee in writing of the amount owed and the options for payment. If the debt is not paid or if arrangements have not been made for payment by the specified deadline, the Department of Human Resources initiates two payroll deductions of equal amounts from the employee's next two paychecks. Late fees and, if applicable, collection fees may be assessed by the Office of Finance.
  • Applications for tuition assistance may not be approved for deferment if the employee has dropped, withdrawn, failed, or received incomplete grades for two or more semesters. However, employees may apply for tuition remission in lieu of deferment.
  • Resignation and departure from the University prior to the end of the semester or summer session for which the tuition assistance program is providing support shall require repayment of tuition.
  • Tuition shall not be paid for a course taken more than once, except those identified as research, thesis, or dissertation.

The Director of Human Resources or designee shall be responsible for administering the tuition assistance program and should be contacted regarding application, procedures, and appeals.
