The Old Dominion University ID Card offers convenient access to a number of on and off campus activities and services, including electronic fund transfer services via declining balance (debit) accounts. Described below are important notices regarding your rights. Please retain this disclosure for future reference. By initiating deposits or transactions on your card, you accept all applicable regulations and conditions associated with this card. The Old Dominion University ID Card is property of Old Dominion University and is not transferable. Only the person pictured on the ID card will be allowed to use the account. The card may be confiscated if infractions are discovered. Monarch Plus Account – The Monarch Plus Account is a general purpose prepaid (declining balance) purchase plan. All Monarch Plus Account financial activities are administered by the University Card Center, located at 1110 Webb University Center. If you have a valid ID Card from Old Dominion University, you already have an account. The terms and conditions governing the use of the Monarch Plus Account as a debit plan will be activated only after a deposit is made to the account. Upon the initial deposit, the University Card Center will establish an electronic balance in your name. All sale transactions are debited from your Monarch Plus account and you are responsible for observing the debit transaction at the point and time of the sale and the current account balance. Each individual is responsible for managing his/her account. A Monarch Plus account is like cash – IT MUST BE PROTECTED. There are no transaction charges. You do not earn interest and you may not use the card as a credit card. Purchase returns will be credited to your account. Cash refunds and withdrawals will not be permitted. Purchases will not be permitted with a malfunctioning card. There are no limitations on the number of times you may use your Monarch Plus Account or the dollar amount of any transaction, as long as you do not exceed the dollar amount available on your card. Lost , Stolen, or Misplaced Cards – You are responsible for immediately reporting a lost, stolen, or misplaced card to the University Card Center (1056 Webb Center) during business hours (757-683-3508) or University Police after hours (757-683-4000). If reported after hours, you must come to the University Card Center during business hours for a replacement card. A replacement fee will be charged for lost, stolen, misplaced, or abused cards. Business hours are Mon.-Thurs., 9am-6pm, Fri., 9am-6pm (fall and spring semesters), and Mon.-Thurs., 9am-5: 30pm, Fri., 9am-5pm (summer semester). Old Dominion University and/or the University Card Center are not responsible for the use of any lost, stolen, or misplaced card until reported. Deposits – Deposits into your Monarch Plus Account can be made in the University Card Center located at 1056 Webb Center or online at www.odu.edu/cardcenter. Deposits made in person are available immediately. Cash, money order, ATM/Debit card, Visa, or MasterCard may be used to make deposits. Refunds – Account balances will carry over to subsequent semesters. In accordance with federal banking laws, refunds can be issued upon request to the University Card Center. There will be a 10 % processing fee for issuing a refund. No refunds will be issued for account balances less than $5.00. Refunds will be paid by check and processed in 4-6 weeks of notification. All refunds will be processed and paid according to state policy. Inactive Accounts – If there have been no transactions for one year and you have not notified the University Card Center in writing that you would like a refund, then your account will be closed and the account balance will become the property of Old Dominion University. Disclosure of Account Information to Third Parties - According to the Federal Right to Privacy Act, the University Card Center is not allowed to disclose account information to third parties without the account holder’s consent. If the student would like their parents to have access to their account information, the student must notify the University Card Center in writing. Meal Plans – There are two types of meal plans available to Old Dominion University students; resident and off-campus. Anyone living in Whitehurst, Rogers, Gresham, the Inn, Powhatan or the Quad are considered residents and are required to be on meal plans. All other students, including University Village residents, are classified as off-campus and meal plans are optional.
