Mr. J. William Cofer was appointed to the Board of Visitors on July 1, 2011.
Mr. Cofer graduated from Old Dominion University in 1979 with a B.S. in Business Administration. He was a four-year captain on the sailing team during his years at Old Dominion and helped propel the sailing program into a nationally recognized varsity sport. He served on the ODU Athletic Foundation and is a member of the Maritime Institute's Advisory Board associated with ODU's College of Business and Public Administration.
Mr. Cofer is President of the Virginia Pilot Association and is currently active in numerous business and community organizations. He was appointed to the Commonwealth's Board for Branch Pilots in 1991 and continues to serve in this position. In 1998, he was elected president of the Virginia Pilot Association.
As an active member of the maritime community, Mr. Cofer served as president of the board of the Virginia Maritime Association and is currently chairman of the board of the VMA. He has served as chairman of the Virginia Maritime Association's Harbor Anchorage and Dredging Committee, the Fire Protection Committee, and the Hampton Roads Maritime Emergency Port Control Committee. He represents the Virginia Maritime Association as a member of the Virginia Area Homeland Security Executive Committee.
Mr. Cofer has previously served on the Virginia Board of Transportation Safety. He currently serves as chairman of the board of directors of the Nauticus Foundation. He is a trustee in the American Pilots' Association, is a board member and past president of the board of directors for the Living River Restoration Trust, and serves as a member of the board of directors of Festevents. He also served on executive board of the Hampton Roads Partnership.
Mr. Cofer has been active in a variety of community organizations such as Urban Discovery Ministries of Norfolk, and has served as past president of the board of directors of Park Place School - a school serving the needs of children with learning disabilities in the inner city of Norfolk. He is active in his church as well as Bible Study Fellowship.
Mr. Cofer is a native Virginian and resides in Virginia Beach with his wife Susan and son Landon.
